HUGO, Frederick (Fred),

Director ITT, Department of Civil Engineering, University of Stellenbosch.
  • More than forty years experience in the civil engineering industry, working as a contractor, a consultant, a tertiary educator and a researcher. Founding member of the firm Bruinette Kruger, Stoffberg and Hugo (currently BKS Inc) in 1965.
  • Appointed professor in Civil Engineering at the University of Stellenbosch in 1978.
  • Specialist in pavement engineering and works internationally in that field. Emeritus professor and Director of the Institute for Transport Technology (ITT) at the University of Stellenbosch in South Africa and also a Research Fellow at the Center for Transportation Research (CTR) at the University of Texas at Austin.
  • Worked on the enhancement of constructability in Texas as well as in South Africa.
  • Leading authority on the effects of accelerated pavement testing (APT) and has worked in a number of African states, Europe, Israel, the United States and Canada. Responsible for the development of the Texas Mobile Load Simulator. Manager of the Southern Transportation Centre of Development (STCD), an initiative of the National Department of Transport and Director of TRAC South Africa.
  • Published more than 100 academic publications and research reports and member of committees of the Transportation Research Board of the National Academies of Science.
  • Recipient of the SAICE President’s Award for Meritorious Service in presenting the Construction Management Programme (1994) and the Award for Meritorious Research by SAICE (1995).
  • Past President of SAICE (1993) and life member of the Association of Asphalt Paving Technologists (1999).
